[Newbie] Not sure why my print's arms fell off

Good morning all,

So I am completely new to 3D printing. After lots of research I went with the CR-10. Followed tradation and printed Decapicat (Which by the way freaked me out...I thought it was the machine lol)

Anywho my 2nd print was Kid Buu a small model. Something simple but the model's arms fell apart and felt like there was no structure on them. I use Cura 2.6 to load the model, checked the box for support and still the arms felt apart. Could it be that maybe the model could not be printer to smaller size? The print itself is the same height as a post it.

Also are the lines normal for the prints and just need to be sanded down?
