Chance of Primal - PS4 v PC - Different?

Something is not right in my opinion, or at least different on PS4 compared to PC...or it seems anyway...love to hear everyone thoughts.

In the US on PC for Season 11 the top Necro has 1 Primal in his build and is paragon 1,500 odd.

In the EU on PC for Season 11 the top Necro has 3 Primals in his build and is paragon 2,400 odd.

In the Asian servers on PC for Season 11 the top Necro has 1 Primal in his build and is paragon 4100 odd ((Jesus wept!).

I chose Necro because this season they will have the highest number of players registering leaderboard entries given they are popular.

I know of several legit players on PS4 who have 4-6 Primals on their build with some getting quite a few for their build early on in Season 11.

My experience last season I finished with 3 Primals for my build and ended nearly at 1,100 paragon. I thought getting those was very lucky.

Yet this season I already have three Primals for my build and am already at 1,100 paragon.

Early on in season I reforged a weapon 52 times in an attempt to get a Primal and failed...many users tell me to reforge 5 times then salvage because, for some reason, if it is going to be a Primal it will be in the first 5 attempts...

Sounds like a fishy tale to me but ok so I started doing that...no luck as yet.

So last night I had 29 mats after doing the Necro Challenge Rift...thus can reforge 5 times.

I am looking for upgrades to two pieces of gear and found normal versions of them that day so off to the cube to reforge them...I only have 5 reforges before I head off to bed.

I start the reforge...Primal the first attempt...Jesus...4 reforges left...might as well use them on the other piece of gear to try and get an Ancient...1 reforge...2 reforge...3 reforge...4th...Primal...WTF?

Now as some may know I've been very vocal about cheating, exploits and the number of Primal's people have in their builds...now I have 5 in 5 weeks...

Put the exploits aside I know of several people who do play legit who have a good amount of Primals for a particular build on consoles so it seems to me, based on player base and experience that there is certainly a difference in the chance for a Primal on PS4 compared to PC.

I can accept the random RNG factor occurring to one player but as I say I know multiple legit players on PS4 who have 4+ Primals so it doesn't seem to be a unique experience where the console version of D3 is easier to get Primals than PC.

I've played PC and PS4 but I rarely play on PC to actually compare myself both versions and the chance of a Primal.

Be interested to hear others on this...has anyone played on PC and PS4 extensively enough to have experience of what both versions are like? Is what I detail above incorrect and just RNG or is there some difference on the chance of a Primal on PS4 compared to PS4 in your opinion?

Because, theoretically, PC players, with a higher player base should have more Primals in their build given they run higher GR's than us, have more paragon etc...

Or is it a case of the number of Primal's does not mean you will top the leaderboards and there are PC players with 4-6 Primals in their build already too but they just don't top the leaderboards? Whilst with a far less player base on console the tendency might be that more Primals actually does help you get nearer the top?

And thus there is no difference?

Thoughts?
