Order to do Wordpress site

Hi, I've bought my domain on Godaddy. I want to make my Wordpress.com site using a custom, paid for, theme. Which order do I do everything? Create my site and add to my host or get a hosting account and then create my site? I don't really want to pay for hosting while I create my site. Thanks
