Is there a way to artificially limit my RAM, CPU, GPU, etc?

If for some reason I wanted to downgrade my PC without spending the money, could I? Maybe like selecting the graphics card you want to run, same thing with other components, even monitors. I know it wouldn't work with upgrades but what about downgrades?

Specifically, I'm trying to see what some games are like on weaker PCs for reviews and stuff
