Payment Error when Buying from Oculus App store?

Is anyone else having issues with the payment system in the App store?

I keep getting this error when I try buy a game on the Oculus store using my Paypal account:

"Error Request Not Completed A problem occurred when trying to complete your request. This can be caused by entering incorrect information or trying to complete an unauthorized action."

I also get an error when I try adding my debit/credit card as another payment method:

"Error There was an error while trying to add your payment method."

What should I do? I called my bank and paypal and neither seem to know what's going on either. I also sent a ticket through Oculus Support, but they said they were going to investigate, but I haven't heard from them since. All I want is to buy some damn games, why does Oculus have to make it so hard to give them my money.
