What Rank is "good"...?

What rank is "good" in TES:L...?

For comparison, in Hearthstone you regularly see things like "the ladder starts at rank 5" even though it's only 2% of the population. And, on the Gwent Reddit there was a post which said something like "anyone who takes the game seriously is above 3700 mmr" which is rank 18 of a ladder that climbs up to 21, and earns you the second best title - Master.

Is there a similar feeling about any particular rank in TES:L?

For reference I'm rank 5 and aiming for 4 so I only reset to 5. (And rank 9 HS, though I've got 5 several times, and 2000 mmr in Gwent, which I've only dabbled in)
