Elemental Dimensions 0.1.3 Released with documentation (1.12 only)

I made the decision to no longer maintain this mod for 0.11 or older so this is going to be a 0.12 only mod. The update fixes a few issues. No new content but things should be more stable and consistent. I also made some documentation:

Currently the five dimensions are still a bit bare. I have a lot more plans for this.
