Is there still an issue with changing storytellers mid-game breaking them?

A while back I changed down to base-builder to give me some breathing room following multiple raids and ships. Once I'd rebuilt and stocked back up I changed it back and now NOTHING has happened for about an in-game year. No raids, no trade ships (and I have a mod to make these more frequent) and only the odd visiting trader. Otherwise, it's just break-downs. I don't think I've even seen a cargo drop in a long time.

Is this a known thing?

Edit: I only use Cassandra and Phoebe. I don't use Randy. Neither Cassandra nor Phoebe are sending anything.
