Radio Tower

Hey, I've been playing the game for a few weeks now, I'm only "starting" compared to many people here. I really want to do the Radio Tower, but I can never find steel and/or oak wood. Is it possible to find these materials in a legitimate way? If yes, where? On another note, is it possible to find the CAC Card B? I only find CAC Card A, R and C
