There should be purple tool crates at non radiated monuments

As an alternative to the roads or farming, one could decide to roam harbor or lighthouse or mining outpost with a rock, and find a metal pick, or a salvaged axe, or any tool that would help him start off the game easier. This could also attract a bit more attention since right now the only use to harbor is a quick and non-occupied recycler, and make for some awesome early game bow/spear fights at these towns.

As an extra, there could be some low grade crates at the top of lighthouse or on the ships at harbor, or at mining outpost to give these radtowns a bit more use and competitiveness
