Invites on PS4

How do I invite people on PlayStation? I know I can go to global chat, click triangle, select a user and select "invite" or "send friend request". In both cases nothing seems to happen. I know I could create a party, enter their online ID, then invite them via party. But that's rather annoying. Is there an easier way where I don't have to be in a party outside of the game?
