restitution question

so my dad is supposed to get paroled in about 60 days. as of now, the state has put a freeze on all of his bank accounts (he only had 2 accounts) he owes a substantial amount of money for restitution (6 figures). (1) will this affect his ability to be paroled? (2) assuming he is paroled will the freeze of his assets by the state take priority over the restitution? if so, does that basically mean he still owes the money for restitution, but the parole officer needs to use judgement as to how much can realistically be collected? thanks! Note: in prison in NJ, he will be paroled to Virginia.
