What is the reason for our consistent mediocre performances in SEA and Asian Games?

We normally finish 6th in SEA Games and usually get 1-3 golds max in Asian Games. I've been checking the record books and discovered that this has been going on since the 90s and perhaps way back. Things I already know:

• Money
• Corruption
• Poor Athlete Infrastructure

I wonder if there's another thing we are overlooking. With the SEA games this year approaching its end, we are likely to replicate the same results.
