1: Each opponent may pay 1. If x was paid this way, exile enchanted creature. X is the number of players minus 2. If X is 0, this ability can't be activated.

Would this work? The point is that it can be used to imprison a creature and if everyone except the creature's controller pitch in it gets exiled. The flavor is that the creature has been prisoned and is waiting for it's execution, but the jury might not want to execute it unless the crime was big enough or the creature has been misbehaving in prison.
