How do you get users to take passwords seriously?

No matter how much we try to get them to realise the importance of their domain password, they still keep using poor passwords, like March2017 for instance

We tried upping requirements but management turned that ship around in about 2 mins.

How do I get users to care about strong passwords without forcing them via the system? sigh
