Are you confident that the administration is disaster-ready?

Given Hurricane Harvey intensifying and seeming poised to strike Texas in the near future, do you think that the administration, and the President, are currently ready (ie equipped, funded, organized, etc) and/or willing to provide disaster relief at the federal level?
