How to fix budgets

Hello.

Since the mod team has all but ignored my post on time, and how it fucks up the budget which can be found here, I've taken this liberty to present my own solution:

• Have budget revenue/expenditure only last for the amount of time it's in place (Ex: if a budget lasts for 6 months, divide all figures in half to get how much was actually gained/spent since 6 months is half a year).

• Have debt reduce annually, not by budget. This is because we'd no longer be gaining revenue comparable to the revenue a nation would gain in a whole year in a 6 month period. We would also need a new debt figure which I can't calculate since I'm on mobile.

This is just a simple solution I came up with, so take it's flaws with a grain of salt should you find any. Anyway, this is much better than the current mod team's response of "¯_(ツ)_/¯ budgets are fucked up."
