I think Windows is not booting properly, but I'm not sure

I recently built a new PC and things have been going fine until recently.

I have Windows 10, and I am pretty sure it's not booting properly. Long story short, I go to turn on my PC, and all the parts inside the case turns on, my keyboard and mouse light up, even the monitors turn themselves on... But then the screen just stays dark.

I'll press the power button again, this turns the PC off. After a few moments, I'll turn it back on again and what I mentioned above continues to happen. I'll repeat this process a few times until the computer decides to finally start up.

Once it is going, everything seems fine. Based on how the computer is running, you wouldn't be able to tell I was having a problem at all.

Does this sound like a windows booting problem or something else?
