Vendor has FE only, has hundreds of good reviews

Am i supposed to finalize as soon as he updates to shipped? In the message he said hes backed up and even though its marked as shipped it wont actually ship for a couple days.

Like i said, this vendor has a 99 rating with over 500 reviews on TR, and its not REALLY that much $$ that ill be broke if i lose it. But still, id rather do things the right way, and at least wait for incentive (him actually shipping) to finalize if this is how its supposed to be. I thought thats how FE worked anyhow.

please let me know what your opinions on what i should do.
