Some Rule Quesetions

So after assembling and starting to paint my Sylvaneth I finally played a game with my brother. It was the first game for both of us so going through was slow but thank god those rules are so short!

Couple questions I was hoping people could clarify because we couldn't seem to resolve them.

1. Can you shoot or be shot at if you are in close combat with an enemy unit? IE. base to base, can I shoot the enemy I'm touching or another unit within range?

2. Similar question for magic...can I cast things like arcane bolt on enemies or mystic shield on myself or allies?

It's probably in the rules but I just could not seem to find it.
