Hotfixer support bonus not worth upgrading past 2*?

The increase between 2-star to 3-star is 8% to 10%. Given that the game rounds down this offers no extra discount for building, am I best just keeping my hotfixer at 2* now if I'm just using him for a support bonus in my constructor or does his support bonus somehow get a decent boost at later stars?
