[idea] Lure for Gym Pokestops

Since raids have started I find myself and others waiting for players to show up for raids. It would be awesome if we could have a Lure going while we wait.

Yeah I know this might help Niantic sell more in the store but it would improve game play IMHO

Bonus idea: if you catch the raid boss an additional rare spawn would have a better chance to occur
