Help Setting Up Live TV and DVR on Shield with WinTV - DualTuner Haupagge

Can someone run me through the steps? I can't get plex DVR and live tv to show my shield. I have my antenna plugged into my Wintv tuner then plugged into the shield. WIFI is connected to my shield. I Open up plex and only options are Library and settings. Am I missing something? lol sorry I'm a noob. Just got plex and my shield this week.
