[Question] Can Tracer's pulse bomb reconnect after being dropped by it's initial target?

For example: Tracer sticks her pulse bomb onto a Rein shield. Rein drops his shield and the bomb falls down. Is it possible that the bomb, on it's way down, reconnects with another hero who happens to be standing below it?

I know the window of opportunity for this to happen is very small, but nevertheless I'd be interesting to know!
