It seems quite high, but during the OTL Russian civil war Russia held on all until 1922. And at that time they hade even less land than on this picture. So I think that Russia's NU during the 2nd civil war is reasonable.
R5: Playing as Transamur taking my chance during the Russian civil war. Russia has no noteworthy lands left and still isn't even close to surrendering. The buff they get to NU is too high imo. I had to literally march all the way west to the Soviet border to make them capitulate.
Tbf the Soviets had to do the same in OTL. The Whites didn't surrender until Kamchatka was cleared
Well a real civil war would work completely different from a Hoi IV civil war which is basically just a normal war. And I imagine the situation completely different in a second civil war. The already weak Russian government would receive no more support from the population.
White Russia can get all the support they want from other scared Monarchy in Europe and Asia, after all, there aren't an Weltkrieg distracting Russia's neighbor this time.
NU being ridiculously high is HOI4 problem everywhere. Hard cap of 75% would greatly improve gameplay.
Paradox is removing NU completely in next patch, so I think nobody is going to do any changes to it right now.
NOT YET LOST
To be fair, most of the land Transamur took was Siberia which is fairly worthless when it comes to Russia's integrity and unity/
Yeah, but at the same time the Soviets have any actually valuable land. Russia only had like one or two victory points worth 10 points left. The rest were tiny cities with 1 point.
Yeah, but the Soviets didn't have that much land. Russia can flee deep into Siberia just because it has so many provinces that give it VP points. Just a a couple 10 VP cities can keep Russia alive and kicking because it is worth a large amount of Siberia.
