gpg4win-3.0.0.exe with gpg4win-3.0.0.exe.sig could not be verified

Launching gpg4win-3.0.0.exe.sig opens Kleopatra. Kleopatra responds with "The data could not be verified." This tells me I have an untrustorthy version GnuPG. Has anyone else run into this? I downloaded from https://gpg4win.org/download.html. Is this site not trustworthy?
