Can I report tradesmen ?

Hello.
I had a gardener charge £200 to remove wood he chopped down in my garden.
He decided to burn it and claimed it would all be done within the time he was on site. He claimed to have a fire permit.
He left us with a huge 6ft high 8ft long fire in a residential area. He left no water or way to stop the fire which promptly spread. 3 neighbours complained and it took 40 buckets to put it out. It scared my family.
I contacted him and asked him to return but he claimed he was busy for 3 weeks. 3 weeks later and 3 messages he agreed to come at a set time to inspect.
He then left a message claiming he had visited at a different time and would need another £100 to finish the job as the mess was larger than he expected.
I informed him that I beleived I had already paid for the work and wished for him to finish the job. It was a large mess as he did not cut up the wood before burning.
He requested i pay for his time and petrol for visiting. I declined. He refused to return for free ...so I stated I would not be using him in future and I hung up.
He has already told my neighbour (Who recommended and uses him) that he did all he could ..which is a lie. I have a 6ft long and 4 ft high charcoal pile and huge pieces of wood which would not burn. It's all a big mess and I can't move it or chop it up.
3 other gardeners have inspected it and said it was dangerous due to the trees above the fire and leaving it with wood which would take a min. of 2 days to burn.
I have yet to find someone who will take on the clean up job.
There are other details but above is the crux of the story.
Can i do anything to make others aware in my community? (word of mouth, a poster, letters, advert in paper?).
Can i report him to anyone? (council, police, trading standards?).
Can i have his license checked ? as I think he might have lied. (tree surgeon people?)
Thank you for your time.
