Derelict ships

What determines what ship's spawn as derelict I know the farther away from the core worlds you go the better the loot is normally but I have also found XIV Battle group variants of an onslaught and Enforcer. I've also found Aurora's and apogee's floating outside planets in the core worlds, so is there any kind of determinant that says what loot spawns where? Or is it all completely random?
