Annoying neighbor with too much bass in his car

How do I deal with my neighbor across the street from me that like clockwork twice a day (3 today because it's 3:30am and he's doing it again), he just sits in his driveway for up to half hour to 45 minutes with his bass thumping hard enough to rattle my windows.

usually between 11pm and 1am and again at 11am and 1pm he does this. I don't want to confront him because I'm pretty sure it's a trap house because there's always cars coming to and from this house at all hours and my first day moving in there were two cop car SUVs outside of it and 4 cops knocking on the door. When they left 2 guys ran out into a getaway vehicle.
