Is It me or is it very difficult to find a large number of enemies in solo survival runs Pre 20mins?

Title says it all. Any level of missions, mainly mid to low level have hardly any enemies it seems pre 20mins and the life support drains pretty quickly because of that. It's slightly irritating as sometimes there is no open squads on survival missions and defense gets boring after awhile. I just wanna kill shit.
