Need help with scrolling issue on windows 10

I'm not sure what happened but since yesterday weird things happen with the scrolling function on my computer, for example when I try to scroll the bar on the right by clicking on it and dragging it down itll stop and lock itself until i click and drag again and itll stop again a second after. another issue is when I open my volume mixer to where i can see and adjust the volume on the bar itll either keep going up or keep turning down the volume slowly by a few points like something is scrolling it? I've tried two mouses any tips?
