Is there any way to make Shortcuts I setup in my account available to everyone?

I had IFTTT setup to turn on my TV through Harmony and it was nice that it would let anyone do that action without voice recognition. I disabled the IFTTT commands to do the same through Harmony account linking and Google Home will only execute the shortcuts when it recognizes me. Is there a way to share the shortcut so that its public on the Google home instead of private to my account?

An example short cut is "Turn on the TV" -> "Ask Harmony to turn on the TV" etc.
