is the WL smooth for anyone at all in europe? (PC)

on pc, every match has 5 green bars but its complete BS, have had delay every single match last night and even started playing after 4 in the morning! seasons with 3-4 bars is way, wayyy smoother and more responsive......how is this possible? when do you guys play the WL, sunday night to avoid this crap? :(
