What tool do I use if I want to resize a photo?

I don't want to enter the value in pixels or whatever, I just want to point to a corner and drag it to make the image smaller or bigger. Also, do I have to do this with layers? I just want a set canvas size then I want to add and move images around and resize them until I'm happy. Thank for your help :-)
