Can't demand ANYTHING in the peace conference BUG?

I started up a game as Germany and opened with a Netherlands invasion. I had enough points, but if I tried to add any state or puppet it said that I already made a demand this turn and can't make another. When I passed it still wouldn't let me add goals.

My plan was to Puppet East India and Annex the Dutch. I have no allies, it is 1936. This seems like a bug. I was on Ironman so no going back.

I was using mods: Historic German Flag, Colored Buttons, and Unique Infantry Equipment.
