Is a ~300 movement speed build possible w/o QotF and if so, class/spec?

Title, is a 300ish speed build possible w/o queens? If so, how does it look like? I simply want to make a fast build with great dmg-capability, such as with hooves+heralds.. or maybe going into melee, what I did not do before. Suggestions?
