How much is it gonna cost me to build a decent gaming pc? And what's the difference between gsync vsync and freesync wrt to an ultra wide monitor?

Im looking forwad to build a pc mainly focusing on getting a constant fps of 60 in PUBG. Im lost in the GPU department and its relation with V-Sync, G -Sync and free-sync cause i was planning on getting an ultrawide monitor too with that.
