“Applying” settings is inconsistent

Anybody find that they swap a setting, apply it and then come back to find that it never changed? This is especially annoying when trying to fix the console sensitivity.

Also what is the purpose of applying settings? I mean it’s not like I’m going to change a setting just to see how it looks while in the menu. If I put my sensitivity down to 0.6, it’s probably because I want to try it.
