Vehicle build oddities?

I've been loving the hell out of the current vehicle build. Though the issues with car storage are pretty serious and I've lost some good loot to it I'm still happy to have them. However, there's this beautiful ranger car sitting outside the country club I'm living in, all parts are 90% or higher. The issue? Ignition:Failure. I've seen this and another similar message in the car menu of some vehicles and I'm wondering if there is a fix for this seemingly random problem? Does it mean those cars are boned no matter what?

Edit: I was informed immediately after posting that the car displays the message when out of gas. While plausible this isnt my issue. The ranger car is about half tank.
