[DRV3 SPOILERS] A question about Ouma.

First of all I'm not a native english speaker. So I'm sorry if I make grammatical errors.

We all know that Ouma and his gang are strict against murder. But why would he want people to watch their video from chapter 2? Wouldn't that encourage murder? I'm a bit confused about this, because Ouma wanted to stop the killing game.
