Need some advice, please help

So I recently got an EVGA gtx 1070 SC. I bought this for PUBG at 1080p. It gets around 100-130 and sometimes dips low for some reason. But since I'm in Canada, I was able to get the card for 530 CAD or 413 USD. But this was before tax. Where I live I have a 12% tax, so it was around 600 CAD total or 468 USD. Not to mention the coil whining is SUPER Loud like o m g. The 1070TI is 600 and + tax = 672 CAD or 524 USD. The cheapest 1080 I could find was 640 CAD and was an ASUS turbo. 640+12%=716 CAD or 558 USD. Nvidias MSRP is 450 what the actual?

I'm really confused on what to do, I know I can sell the destiny code and then my total would be around 650, but I don't know if the turbo will have bad coil whine and such.

Someone please help.
