[PC] Public Event Token Nerf?

After running a ton of public events on Io this today, I checked my inventory expected to see 40+ tokens. Instead I saw 16, not enough for one engram after over an hour of public events.

On PS4, didn't you get 3 tokens for a public event, and 5 tokens for heroic? At least you got more than 1 token, I know that. Farming tokens on planets is absolutely impossible now.
