Quality settings on chromecast

So I watch a lot of my media on Chromecast. And for whatever reason, it struggles with anything more than 3-4 mbps (even though my server is directly connected to the router, which is about 4 feet from the Chromecast, unobstructed). Normally this isn't an issue, I can just have Plex downcode whatever I'm watching to 3mbps and it still looks fine on my shitty TV.

But now the quality settings disappear when I start casting! All of my media is now choppy and essentially unwatchable on Chromecast because they've taken away these settings. Anyone else seeing this? Anyone have a fix?
