Do Common App counselors need to submit documents separately for each college?

I heard someone saying that the counselor must submit your transcripts, etc one at a time for each college. Is this true? Around December, my Counselor will be really busy so I need to ask him to fill everything earlier if this is true. Can we not use the same uploaded documents for all colleges?
