RAF Leveling

I was looking into doing RAF with myself for the XP boost and I need help clearing a few things up.

I'm looking to simply get the 300% XP boost, now from what I've read people are saying that you just need to RAF another account (could be on the same email) and that you DON'T have to buy the expansions to get the XP boost.

Is the information that I've seen correct or is it outdated?
