As a New player, should I slowly roster all 3\*, or focus on 10-15 "good" ones?

Basically, I have 70ish Elite Tokens I could burn to boost my 2* farm/army and dig for good 3*, but I'd surely end up with excess 3* and no way to roster them.

Or I could just save my Elite Tokens and resign myself to almost never pulling elite tokens let alone anything higher.
