So did Billy not like ... because?[Spoilers]

Is Billy a racist? After making fun of the others in the gang, he seem to specifically point out Lucas as the person he wanted Max to stay away from. People say its because they were arguing outside, but Billy is almost adult, he'd have to know kids arguing followed up with attempted friendship isn't bullying. And if he were, Billy treats Max like shit (and maybe hits her? or at least harass her at home) so why would he care if she argues with some kid? So why does he hate particularly hate Lucas ?
