Do Challenges use contracts now?

I've never had to use contracts for challenges yet all of a sudden I had a bunch of players run out and need contracts?

Goddamn Vancouver challenge is giving me a harder time than the SJ one yesterday on my cats account. Ridiculously annoying. Always get some BS goal or I can't score a shorty. Ugh.

But never had to use contracts for challenges before.
