Help with macros on this chocolate?

Hey all. I recently bought this chocolate from my grocery store it says it’s sweetened with stevia and malitol, however the macros say there’s 23 g of carbs (13 from sugar and 9 from polyols?) and then fiber is on a separate line (not indented) and it says it has 24g of fiber... but the carb count is just high from the sugar alcohol right? So is it zero carb or...

(The macros are per 100g and the bar is only 85)

The only ingredients are “cocoa butter, fibers, inulin, whole milk powder, cocoa mass, skimmed milk powder, malitol, steviol glycosides, soy lecithin”

Also I’m in Europe I think the labels are possibly set up dif from in the US
