"Action Supply Pile"

When something references an action supply pile, it specifically references a pile with actions (I assume), so things like Silk Road, Harem, Horn of Plenty, and the new Night cards like Devil's Workshop are out?

Can it target the Castles pile?

What about Catapult/Rocks? What if there are only Rocks left in the pile?
